911 outages plague Wyoming, put lives at risk
RIVERTON — Earlier this year, when local 911 lines were down, Riverton resident Jose Proo noticed suspicious activity kick up in his All Nations neighborhood. Drug use was suddenly no longer on the sly. Instead, he said, people who knew 911 was down were partying out in the open.
