Anchor Church sees future on Beaumont Street after eminent domain dismissal
ZANESVILLE – A 13-page print-out was taped up to the wall of the Anchor Church lobby Aug. 14. "Official ruling" was written in bold, black Sharpie with a large arrow pointing to the outcome of an eminent domain lawsuit filed in December 2025. "The plaintiff's petition is hereby dismissed." Just a few days earlier, Aaron Bounds, lead pastor at Anchor Church, approached the altar's lectern to share the news with the hundreds of people in the congregation. A church-owned property at 2 Beaumont St., a nearly four-acre plot located back behind West Main Street's Dollar General, was previously at the epicenter of a potential seizure. Litigation arose after the city of Zanesville envisioned the land as part of a nature preserve to connect with its other neighboring properties and Confluence Park. The church envisioned it as the home of its new two-story, 54,000-square-foot church. Muskingum County Court of Common Pleas Judge Kelly Cottrill tossed out the city's petition for appropriation Aug. 5. Cottrill stated Zanesville did not act in good faith to procure the riverside property, that the taking was not necessary for public use and that the city had hurt its cause through a flip-flopping interest in the property
