Kansas Gov. signs education, foster care and drug bills

TOPEKA ( KSNT ) – Kansas Governor Laura Kelly is signing off on four bills Friday dealing with education, foster care and more.

Grace Hoge, a spokeswoman for the Office of the Governor, announced in a press release April 19 that Kelly is signing four bills as the 2024 Legislative session comes to a close. More information on each bill can be found below:

House Substitute for Senate Bill 73

This bill requires school district enrollment to be determined using the current school year or preceding school year enrollment under the Kansas School Equity and Enhancement Act, according to the Kansas Legislature. The bill aims to help districts facing decreases in enrollment with three enrollment count options for the 2024-2025 school year.

House Bill 2547

Relates to the regulation of certain drugs and authorizes schools to maintain stock supplies of emergency medication kits for certain life-threatening situations. It also adds and removes certain substances in schedules I, II, IV and V of the Uniform Controlled Substances Act and makes changes to the criminal code definition of fentanyl-related controlled substances.

House Bill 2560

This bill enacts the Kansas Money Transmission Act and the Kansas Earned Wage Access Services Act. It also lets youth in foster care who are 16-years-old and older open bank accounts without cosigners, removes barriers to success and enhances financial literacy skills before leaving foster care services.

House Bill 2562

Enacts the Protect Vulnerable Adults from Financial Exploitation Act, authorizes the real estate commission to issue cease and desist orders under certain circumstances and regulates contracts for deed transactions, according to language in the bill.
