HOUSTON — On June 8, the Mayor’s Office for Adult Literacy and the Barbara Bush Houston Literacy Foundation unveiled Houston’s Adult Literacy Blueprint. It is a call to action and comprehensive plan for coordinated city-wide change in response to alarm adult literacy rates.

Houston, the nation’s fourth-largest city, is dealing with a systemic problem that threatens the city’s economy and jeopardizes individual and family prosperity.

The office developed the plan with the help of the Foundation and its partners EOG Resources, Greater Houston Community Foundation, and Phillips 66, as well as Deloitte Consulting LLP.

The Blueprint, unveiled on the 96th birthday of the late First Lady Barbara Bush, outlines a first-time strategic and coordinated plan to ensure that more adults across our city receive a second chance in life. It would do so by developing strong foundational and digital literacy skills and essential workforce skills required to thrive in our global economy and society.

Houston’s Adult Literacy Blueprint provides a critical path forward, outlining seven overarching goals with a road map entailing evidence-based strategies and practical actions to improve basic literacy. It will also promote three key literacy domains— digital, financial, and health literacy.

Furthermore, it outlines metrics for tracking our progress and informing future decisions. The seven goals are ‘Awareness and Action’, ‘A Comprehensive System’, ‘Multi-Generational Learning’, ‘Workforce Skills and Opportunities’, ‘Digital Resources and Skills’, ‘A Common Data System and Practice’, and ‘Sustainable Resources for Progress’.

The initiative invites the community to visit www.HoustonAdultLiteracy.org to download Houston’s Adult Literacy Blueprint and learn about the city’s pervasive adult literacy challenge. Along with its impact on the community, economy, and society, and plans for how everyone can work together to ensure a vibrant future for Houston and everyone who calls the city “home.”
