But this week, lanes will close at night as prep work for concrete paving takes place.

Fair board eyes key question on proposed data unit, parking garage
Ventura County Fairgrounds board members could decide on Sept. 15 whether to reject an Orange County company’s proposal to build a parking garage and a data unit the size of a shipping container at the Ventura beachside fair site. Leaders of Global Stack, the Santa Ana company making the proposal, are scheduled to make a presentation at the meeting. Board President Guillermo Ceja Jr. said board members are then set to discuss whether to continue talks with the company. The agenda item comes in the wake of an Aug. 25 meeting attended by more than 100 mostly frustrated community members. Dozens of them expressed concern about what they fear will be a large artificial intelligence data center and urged the fairgrounds to dismiss the proposal. Global Stack wants to build an emergency systems network at fairgrounds across California, including what they say will be a small self-contained data unit that will not use local water. Fairgrounds CEO Heidi Ortiz confirmed in late August that she has signed a memorandum of understanding with Global Stack that carries no commitment but allows discussions to begin. The board discussion is set to come immediately after a presentation by Global Stack's leaders CEO Dan

Valerio Street: A Former ‘Speedway’
The top part of Valerio Street, on its eastern end where it meets Grand Avenue, was one of the steepest streets of Santa Barbara in the early 1900s. Technology has allowed us to pave and drive on much steeper streets now, but in 1914, the city wasn’t quite sure how to transform this dirt street into asphalt. Some folks recommended that the top of the street, called Valerio Hill, should have “brick in the center of the street…. The brick [10 feet wide] was planned because of the steep grade, and as it would enable horses to pull heavier loads without liability of falling in rainy weather” (Santa Barbara Daily News, September 9, 1914). Eventually, the road was paved with asphalt.

Oxnard passes e-bike regulations, education for youth offenders
Oxnard recently joined other cities in Ventura County in establishing more up-to-date enforcement of electric bicycles, or e-bikes, and like other cities, it is also leaving room for youth education. On July 30, the City Council voted unanimously to pass an ordinance that regulates e-bikes, from defining what they are to establishing a system for penalties, impoundment and mandatory safety education, according to city officials. “E-bike riders have to follow the same rules bicyclists do,” said police Sgt. Michael Gens by phone Aug. 11. The Oxnard Police Department already enforces e-bikes like other bicycles, but the ordinance expands those rules to better button up some minor but important gaps, Gens said. During the meeting, Council member Aaron Starr disagreed with the ordinance's language exempting city officials, such as police, from enforcement while performing their duties. Despite the objection, Starr still voted yes. Upon adoption, the ordinance will be phased in over a year, the city presentation says. What is an e-bike? The California Department of Motor Vehicles defines an e-bike, as “a bicycle equipped with fully operable pedals and an electric motor of less than 750 watts.” The DMV also breaks down e-bikes into three different categories: Class 1- A
