Deputies arrested Jeffrey Holley for kidnapping, battery, <a href="https://www.pnj.com/story/news/local/escambia-county/2022/10/24/penascola-state-college-hosts-domestic-violence-week-slain-teacher-carla-williams-memorial-walk/10563895002/" rel="nofollow"> domestic violence battery, </a> larceny, obstruction of justice, resisting an officer and burglary. A neighbor called law enforcement to conduct a welfare check for Holley's girlfriend after they reportedly saw him retrieving zip ties from his truck, Sheriff Bob Johnson said during a press conference about the arrest Monday. <nbtemplate data-id="AdPlaceholder" data-content="JTdCJTdE"></nbtemplate> After receiving the welfare check call, deputies arrived at the 5200 block of Dellran Drive where they saw Holley walking away from the home. That's when deputies heard "a woman yell twice for help" from the garage. "I made entry through the front door and as I walked into the garage, I observed Cynthia laying on the floor on her stomach," the arrest report says. "Her wrists were bound behind her back with duct tape. Her ankles were also bound by duct tape. "Wrapped around her wrists was rope that was also tied to her feet," the report also said. "Around her mouth was a rolled-up shirt and under the shirt was duct tape which wrapped around her head and completely covered her mouth." Johnson said Holley fled from the home when deputies arrived. "Suspect runs from us, jumps a fence onto Naval property, bloodhounds track him, locate him, subject does not obey commands from deputies, and one of our canines was released on him and bit him," the sheriff said. An arrest report says deputies found Holley "concealing himself from law enforcement" in the woods of Naval Outlying Landing Field Spencer. According to a criminal history search run by deputies, Holley has been previously convicted of domestic violence battery of the same woman on Aug. 3, 2022. <nbtemplate data-id="AdPlaceholder" data-content="JTdCJTdE"></nbtemplate> "So, when he got sentenced the first time for that doing the exact same thing he got sentenced to two years in prison," Johnson said. "So, obviously that did not have any effect on him because as soon as he got out, he did it one more time." The sheriff added, "And here's a note to anybody who wants to break the law in Santa Rosa County in the future. If you hear a dog barking − our patrol dogs, we consider them kind of like Jack the Ripper with a fur coat − you want to obey the officer's commands because if you don't, you're going to the hospital like this individual did." Holley remains in Santa Rosa County Jail without bond, according to jail records. <h2 class="presto-h2 wp-block-heading"> Girlfriend explains what Jeffrey Holley allegedly did to her </h2> According to the victim, she told Holley Saturday night he was going to need to find a new place to stay, which prompted him to look for zip ties. He then allegedly retrieved duct tape from the garage around midnight and took the woman's phone and keys. <nbtemplate data-id="AdPlaceholder" data-content="JTdCJTdE"></nbtemplate> "Jeffrey punched (the woman) in the eye and grabbed her neck, squeezing it," the report says. "When he squeezed (her) neck with his hand, he cut off the blood flow to (her) head. (She) told me she felt herself begin to lose consciousness." After that, she told deputies Holley bound her hands and feet with duct tape and kept her on the kitchen floor, but later removed it so she could use the restroom. Holley allegedly allowed the victim to sit on the couch but "warned her that if she tried to leave, he would knock her out." She eventually went upstairs to sleep and woke up when the sun began to rise on Sunday. The woman said Holley eventually gave her the keys back after "several times of pleading," but her car wouldn't start when she tried to drive away. Holley then began to chase her down as she tried reaching a neighbor's home. <nbtemplate data-id="AdPlaceholder" data-content="JTdCJTdE"></nbtemplate> "Jeffrey was able to chase her down and dragged her to the ground," the report says. "Jeffrey dragged her back to the house." Once back in the house, Holley tied the woman up with duct tape and rope and left her in the garage, according to the report. Johnson said at the time of the incident, Holley had only been out of prison for two months after serving two years for a previous domestic violence incident. He also said the woman had placed domestic violence injunctions against Holley in the past, and that deputies placed an emergency injunction against him following the incident Sunday. "It's a revolving cycle for some women trying to get out of it, break the cycle (of domestic abuse), and when you have a guy like this that's not letting you break the cycle, it's just that much more difficult. ... I'm sure he talked to her and said, 'Look, I learned my lesson, I served my time and I'm a great guy now.' And of course this is how it turns out." <nbtemplate data-id="AdPlaceholder" data-content="JTdCJTdE"></nbtemplate> Johnson noted that the Sheriff's Office has resources available for crime victims at its website <a href="https://santarosasheriff.org/victim-assistance/" rel="nofollow"> santarosasheriff.org/victim-assistance/ </a> .
