255 apartments units proposed for former Worcester supermarket site

WORCESTER – After two decades of speculation over the future of a large Mill Street lot across from Coes Reservoir, the owner has come forward with plans to build a housing complex with 255 units across seven buildings. The lot at 195 Mill St. was once home to the Big D chain and Price Chopper. The property has remained vacant for two decades after the grocery stores left, with the 32,000-square-foot building they left behind deteriorating into an eyesore and a significant topic of conversation during past election years. The building was torn down in October 2023 by the owner Worcester Mill LLC, a holding company that is part of Plaza Properties, which redeveloped the Lincoln Plaza shopping center. The company is headed by Sam Adams, whose family formerly owned the Big D supermarket chain. Blueprints Worcester Mill LLC submitted with the Zoning Board of Appeals show three five-story buildings and four four-story buildings. The 255 units will include studios, one-bedroom and two-bedroom apartments. The plans also include 389 total parking spaces, including 85 compact spaces, 39 electrical vehicle spaces, 39 electrical vehicle-ready spaces and 16 accessible spaces. The owners will appear in front of the Zoning Board of Appeals

Gardner, Massachusetts is the city that quietly decided affordability and quality of life weren’t mutually exclusive, and it has been proving that point for years while the rest of the state wasn’t watching.

Looks like starter homes will remain in illegal in much of Massachusetts

In Wellesley, Massachusetts, it is basically illegal to build a starter home, and it looks like it will stay that way. The voters of Massachusetts appear to have rejected a measure that would have overridden local laws that ban modest lots. This sounds like an arcane battle between state law and local zoning regulations, but […]

Little Bay is not spare commercial space: Russ McCann Jr.

Little Bay is not empty just because no one has built something on it. A quiet cove, an unobstructed shoreline and water a family can paddle across already serve a public purpose. They do not need floating cages to become valuable. That should be the starting point for decisions about expanding floating oyster farms in the Great Bay estuary. Instead, the public is too often asked to defend open water against an argument built around production, growth and restoration. Our answer is simple: the public’s use of the bay deserves its own place in the decision. New Hampshire should halt further floating expansion until it identifies suitable locations, protects established recreational areas and sets firm limits on acreage and equipment. Popular coves, public launch approaches and essential shoreline routes should be kept clear of floating farms. Oysters can provide environmental benefits. Growers can contribute to restoration. Neither point answers the question residents are asking: Why should this equipment occupy this particular stretch of water? A kayaker cannot paddle through a promise of economic benefit. A rower cannot use a route obstructed by equipment simply because the oysters beneath it filter water. An open navigation channel does not replace every shallow-water

Portsmouth shifts parking regulations for housing developments

PORTSMOUTH — The City Council recently voted to make a major change in how the city’s off-street parking regulations are administered in connection with housing projects. The council voted unanimously to pass the third and final reading to “remove most parking regulations from the zoning ordinance because they are more appropriately administered through site plan review regulations,” according to City Manager Karen Conard . The change will affect developers who propose housing in the city. Change aimed at streamlining regulations The city’s zoning ordinance “will still include parking requirements for one and two-family dwellings but all other references to parking regulations will be in site plan review regulations rather than in the zoning ordinance,” Conard explained. The amendment was “proposed in order to simplify the zoning ordinance and to create a clearer separation between zoning standards and site plan review requirements,” she added. The council’s vote came during their recent Oct. 26 meeting. The Planning Board reviews housing projects and is in charge of deciding whether to grant site plan approvals. Peter Stith, the city’s assistant planning director, acknowledged during the council’s Oct. 13 meeting the “principal change is not whether parking is required but where the regulations are administered

Land, costs and housing: A clear-eyed look at development in New Hampshire

New Hampshire faces a housing shortage of 60,000-90,000 units by the early 2030s. Existing-home inventory often sits near two months of supply — roughly 60-70% below the five-to-six-month level considered balanced. At the same time, the cost to build has become a major barrier. Land, materials, labor, site work, permitting, and infrastructure have all risen, turning projects that worked a decade ago into difficult math today.
