Council approves Tower District safety plan, special vendor lot-residents express concern
The Fresno city council approved a new resolution Thursday to establish a special geographic zone for street vendors in the Tower District — though residents and patrons of the city’s entertainment district aren’t fully sold on the idea. The city council voted unanimously at a special meeting to launch a pilot program that will move all street food vendors off the sidewalks and into a designated area for them to operate. For the next 90 days, vendors in the Tower District will be restricted to a vacant lot near Olive and Van Ness avenues from 6 p.m. to 6 a.m. Thursday through Sunday. The area will be equipped with lighting, a security camera and security officers. Councilmember Nelson Esparza has been skeptical that street vendors are the root cause of safety issues in the Tower District. “Given the predicament we find ourselves in the Tower District, on the Olive strip, I was willing to entertain this temporary change,” Esparza said. A day before the council’s vote, a community meeting was held at the Tower Theater, during which city leaders heard residents’ concerns regarding Tower District safety and other issues. The meeting was originally organized by club MIA, though the city

Fowler proposes sales tax increase as stopgap measure
FOWLER – In the event that Fresno County votes down Measure S, the city of Fowler is hoping its citizens will approve their own tax increase to make up for lost revenue. On the Nov. 3 ballot for Fowler residents is Measure T, a proposed 0.5% increase to the city’s local sales tax that would generate approximately $300,000 annually for general city services. The Fowler City Council approved placing the measure on the ballot with a unanimous vote Aug. 6.

Fresno failed to fill vacant Tower District buildings. It's trying again
The Tower Neighborhood Association is in for a big week. On Saturday, the group is shutting down a corner of Fern Avenue to host a pop-up festival as part of its ongoing ‘Vibrant not Vacant’ campaign. The music and arts event ( Fern Fest, they’re calling it ) is a bit of future casting to what this long-neglected corner of the Tower District could look like with better policies in place from the city, says Steve Wilburn, a board member with the Tower Neighborhood Association, the nonprofit best known as the fiscal agent behind Tower Porch Fest. And what those better policies might look like is also on the horizon for the group this week, as a revamped pilot program goes before Fresno city council. “The idea that maybe we could get some movement here is pretty exciting,” Wilburn says. In August, the association launched its community campaign , which questioned the efficacy of the so-called Vacant Commercial Building Pilot Program, and whether its regulations went far enough to spur actual revitalization and force building owners to fill long-empty spaces. They did not go far enough, according to the association, which began advocating for a new policy through neighborhood meetings,

Block out the noise and view Measure B through local concerns
I have watched our community’s discussion of Merced’s Measure B take shape over the past few weeks. Those who want the City to improve our quality of life even as it grows lean “Yes.” Those who view the measure through the lens of national and state issues lean “No.” There are legitimate arguments on both sides, and asking residents to pay another cent on every dollar purchased deserves scrutiny.

California Saves Millions on Home Care: Workers Pay the Price
The state relies on low-paid caregivers to keep seniors and disabled people out of nursing homes. His professional life chose him. At first, Julio Godinez said, the move was obvious. His parents, living in his hometown of Hanford, California, were getting to the point where they both needed regular care, particularly his mother, who was battling cancer. Godinez, who’d been working at a nearby car dealership, was the person best suited to provide it.
