Smith Jr. was a St. Charles Parish business and civic leader and philanthropist. For 26 years, he served as the parish’s representative on the New Orleans Aviation Board, which oversees the operations of the Louis Armstrong New Orleans International Airport. At the time of his death in 2011, Smith was the longest-serving member of the board, which has one member appointed by the St. Charles Parish Council.
