Airport funding, cost of living adjustment big questions in Fargo preliminary budget
FARGO, N.D. (Valley News Live) - Mayor Tim Mahoney presented his 2025 preliminary draft budget for the City of Fargo, Thursday afternoon. It’s a balanced budget of $133,574,648. That’s an $13,804,410, or 11.53%, increase from 2024. The biggest increase is in personnel expenses. That includes the hiring of 15 firefighters for the new Fire Station #8 and a 5% cost of living adjustment (COLA). Mahoney says that’s important because city employees have only COLA adjustment’s of 3.5%, 3.5%, and 2% over the last three years, far below inflation. And he points out that the employee turnover rate has grown to an average of almost 13% over the last three years, compared to less than 5% in 2017-2019.

Project Developer Involved in Red River Flood Control Project Files New Disputes
A project developer involved in Fargo’s $3.2 billion Red River flood control project is escalating disputes with the city’s Flood Diversion Authority, fighting regulations banning certain structural materials. The Red River Valley Alliance has reportedly submitted up to four new claims against the city, disputing the ban on epoxy-coated rebar in diversion channel structures. John Shockley, counsel for the Diversion Authority, says the developer is making aggressive claims that won’t hold up after review. Shockley and the city pointed to regulations in the contract that specify epoxy-coated rebar be used for structural integrity purposes. It’s likely the dispute will now head to informal arbitration board, and there’s a possibility of civil litigation.
