ELMIRA, N.Y. ( WETM ) — The Elmira City Council has a new resolution for this Monday’s city council meeting to discuss plans to have a public list of rental properties with outstanding code violations and other issues.

Resolution 2024-145 on the Elmira City Council Meeting Agenda for Monday, April 22, calls to have a publication on the city’s website, social media channels, emailed newsletter, and other mediums showing rental properties that violate the city’s municipal code.

Some of the violations would include properties that are not properly registered and inspected, have outstanding code violations, or have failed to address code violations that result in homelessness.

Property owners who fail to address the violations that result in homelessness will have their names listed on the city’s website and other channels, and show the uncorrected violations. The resolution, if passed, would have property owners, managers, and limited-liability companies remain on the list for one year after the last violation. The list would be released no later than the 15th of every month.

A study was done in 2023 on housing looking into the situation in Elmira which showed that 45% of the houses in Elmira are renter-occupied, with 15% vacant.
