Judge to decide if Clemson broke open government law

A challenge to decide whether the city of Clemson broke the FOIA – the Freedom of Information Law – in the run-up to the approval of a large off-campus student complex, known as Hub Clemson appears ready to be decided during a December non-jury trial in the Pickens Common Pleas Court. The case was filed in 2024 against the city by Clemson residents Holley Ulbrich and Eleanor Hare. Among what’s to be decided is whether secret government action was taken contrary to the FOIA. The non-jury trial is scheduled for Thursday, December 3.

Spartanburg street honors native who designed first Black Barbie

Spartanburg's Highland neighborhood , located just west of downtown, has been the home to people whose influence extended beyond the Hub City -- blues singer Clara Smith and NFL star Stephen Davis , to name just two. Perhaps no one who grew up in the Spartanburg neighborhood has had a greater impact than Kitty Black Perkins. She's a fashion designer who created the first Black Barbie Doll for the Mattel company . To honor Black Perkins and her contributions to American culture, the City of Spartanburg has named Beacon Street, which runs through Highland, Kitty Black Perkins Boulevard. At the Oct. 26 city council meeting, Janie Salley, who represents the Highland neighborhood, read a proclamation recognizing the honorary street naming. "I am proud to be a child of Spartanburg, of Highland," Black Perkins said at the meeting. Black Perkins grew up in the neighborhood and graduated from Carver High School, the city's all-Black high school during the era of segregation. She moved to Los Angeles soon after graduating from Carver to study design. She landed a job with Mattel, and the Black Barbie was launched in 1980. She would go on to become Mattel's lead designer for Barbie products. In

Pickens County weighs data center moratorium

Pickens County Council is scheduled to consider the first reading of a six-month moratorium on new data centers , a move that comes as local officials acknowledge growing industry interest in the county and amid a broader debate across the Upstate about the impacts of large-scale technology facilities. The proposal, listed as Ordinance No. 694, would temporarily halt data center development while county leaders evaluate potential regulations and study how such projects could affect infrastructure, utilities and future growth. The discussion is scheduled for a first reading at the council's Nov. 2 meeting. According to county meeting records, the issue gained momentum after a developer inquired about locating a data center in Pickens County. During an Oct. 5 council meeting, County Administrator Ken Roper said in county council documents that officials previously had not been approached about a data center project but had recently fielded questions from a developer about the county's willingness to host one. If approved on first reading, the ordinance would begin moving through the county's legislative process and would provide officials with up to six months to examine potential zoning, land-use and infrastructure requirements for future data center projects.
