A retail building that had sat empty for years at the corner of West Main and Fourth Street is a good example of infill development says Salem City Manager Chris Dorsey, who also says its encouraging to see a major chain like Panda Express in Salem. Panda Express also donated a thousand dollars to the Salem-based Feeding Southwest Virginia distribution center to mark the grand opening celebration.
