TOMS RIVER, NEW JERSEY — Heavy rain is pouring over central New Jersey on Friday, November 6, with rainfall rates of 1 to 3 inches per hour in the heaviest downpours. A boundary of rain is moving north off the Atlantic, and forecasters are watching whether it sets up as a training situation, with storms repeatedly moving over the same areas.
