The N.C. Department of Environmental Quality does not perform background checks or require financial disclosures from applicants. Spokesperson Josh Kastrinsky said the only confirmation sought was that Green had a registered LLC. DEQ has fined Biox three times this year — $10,697 in May, $7,347 in August and $5,280 in September — but Green hasn’t paid any of them and insists he’s “in compliance.” He is also over a year behind on required reports.
