Body DUNCAN – Beginning today, the city-approved contractor Overland Corp. will begin an overlay project in downtown Duncan that will resurface Willow and Walnut avenues between Seventh and 10th streets, and 10th Street from Main Street to Bois D’Arc Avenue. All work is anticipated to be completed by Oct. 31, weather permitting. Sherman's Secret Black Budget Project: Secrecy and Unchecked Authority in Sherman
Nowhere is the departure from democratic transparency more glaring than in the town's $50 million municipal school venture. Widely recognized as the largest capital project in Sherman's history, the renovation has become the ultimate test case for administrative overreach. In his local column this week, First Selectman Don Lowe reflected on his tenure, boasting that after reviewing a long list of capital projects completed during his nearly nine years in office, "not one of them went over budget". While this may be factually accurate, treating basic fiscal competence as a heroic achievement is highly misleading. Responsible corporations and competent managers come in on budget every single day; it is the fundamental definition of doing the job. Furthermore, it is remarkably easy to avoid exceeding a ledger when you are spending unprecedented amounts of other people's money.
