Man shot by police outside Woodbury Target still serious, had 'BB-style pistol'

The man who was shot by police outside a Target store in Woodbury remains in a serious condition in a hospital, with new details stating he was armed with a "BB-style pistol" that he pointed at officers during the Monday incident.

The Minnesota Bureau of Criminal Apprehension (BCA) says Daniel Roche, 63, was shot multiple times in the parking lot of the Woodbury's Valley Creek Plaza, after a SWAT team was called in and a shelter-in-place at nearby stores was put into effect.

He remains hospitalized in serious condition, the BCA says.

According to the agency, two Woodbury Police Department license plate readers registered an alert that identified a vehicle and the person associated with it were wanted for a felony level crime.

The vehicle was found outside the Target unoccupied, with Roche coming back to the car a short time later.

Per the BCA: "Officers approached him and told him he was under arrest but Roche physically resisted arrest. He displayed what appeared to be a handgun and the officers backed off. Roche got back into his car and locked the doors, which is when the officers called for assistance from the Washington County SWAT Team."

Negotiations with Roche commenced and the SWAT team used rubber rounds and Pepper Spray in an attempt to get him to surrender.

"Roche got out of the vehicle, ignored commands from the officers, and again pulled out what looked like a handgun and pointed it in their direction," the BCA said.

Two of the officers at the scene, Woodbury's James Stoffel and Washington County Deputy Brian Krook, fired their respective weapons – Stoffel a rifle and Krook a handgun, striking Roche several times.

Stoffel is an 11-year law enforcement veteran and Krook is a 13-year veteran. Both have been placed on standard administrative leave.

The other officers involved were:

  • Woodbury police officer Scott Melander, a 27-year veteran of law enforcement who used less-than-lethal force in the incident.
  • Woodbury police officer Matthew Noren, a 19-year veteran of law enforcement who used less-than-lethal force in the incident.
  • Cottage Grove police officer Benjamin Deitner, a 5-year veteran of law enforcement who used less-than-lethal force in the incident.
  • Cottage Grove police officer Matthew Sorgaard, an 8-year veteran of law enforcement who used less-than-lethal force in the incident.

The BCA will send its findings to the Washington County Attorney's Office for any possible charging recommendations.

Details have not been provided regarding the felony Roche was allegedly wanted for.
