OFFICE INDEPENDENT INVESTIGATIONS DIVISION TELLS 11 NEWS 74-YEAR-OLD LINDA MOSS OF WESTMINSTER DIED IN A WEEKEND CRASH IN BALTIMORE’S ROLAND PARK NEIGHBORHOOD. INVESTIGATORS SAY THEY BELIEVE HER HUSBAND 58-YEAR-OLD DANIEL MOSS WAS DRIVING THE CAR LATE SATURDAY NIGHT WHEN IT SLAMMED INTO THIS PARKED CAR AND HIT A TREE. >> IT IS TRAGIC. SOMEBODY LOST HER LIFE. IT IS REALLY TERRIBLE. >> THE CRASH ENDED A SHORT POLICE CHASE THAT BEGAN IN THE 1000 BLOCK OF NORTH AVENUE. ACCORDING TO INVESTIGATORS OFFICERS IN WEST BALTIMORE RECEIVED A LICENSE PLATE READER ALERT. THE ALERT INDICATED A CAR WANTED IN CONNECTION WITH AN ATTEMPTED ARMED ROBBERY WAS IN THE AREA. WESTMINSTER POLICE SAY THE ATTEMPTED ROBBERY OCCURRED FRIDAY IN CARROLL COUNTY AT A WESTMINSTER CROSSING SHOPPING CENTER ATM. ONCE BALTIMORE POLICE FOUND THE CAR, THEY ATTEMPTED TO MAKE A TRAFFIC STOP, BUT THE CAR TOOK OFF. THE CRASH HAPPENED MINUTES LATER. >> THEY WILL REVIEW THE EVIDENCE, BODYCAM VIDEO, WITNESS REPORTS, AND WE WOULD DO AN ANALYSIS OF THAT IN RELATION TO APPLICABLE LAWS THAT WOULD APPLY TO THAT SPECIFIC SITUATION. IN THIS CASE, THE PURSUIT. >> THE OWNER OF THE CAR THAT WAS STRUCK DECLINED TO SPEAK ON CAMERA, BUT HE DID TELL US IT IS HURTFUL SOMEONE DIED. HE SAYS IT’S EXTREMELY RARE FOR HIM TO PARK IN FRONT OF HIS HOUSE. HE SAYS HE HEARD A LOUD BANG , WENT TO THE WINDOW, SAW OFFICERS WERE ALREADY OUTSIDE AND IMMEDIATELY KNEW IT WAS A POLICE CHASE. HIS NEIGHBORS SAY THIS IS THE FIFTH TIME IN ABOUT SIX YEARS A SERIOUS ACCIDENT HAS HAPPENED HERE. DESPITE A SPEED LIMIT SET AT 25 MILES PER HOUR AND TRAFFIC CAMERAS ON ROLAND AVENUE. >> AND, IT DOES NOT SEEM TO MAKE MUCH OF A DIFFERENCE. PEOPLE KNOW WHERE THE CAMERAS ARE, BUT THEY ARE ALL KIND OF LATE AT NIGHT. >> WE NEED A BUFFER AT THAT CORNER, A SAFETY BARRIER THAT CAN PROTECT PEDESTRIANS AND DRIVERS. >> AND NEIGHBORS ARE TALKING ABOUT THE CORNER WHERE ROLAND AVENUE CURVES AT WIND HEARST AVENUE.

The Maryland Attorney General's Office is investigating a fatal crash in Roland Park late Saturday night.Just before midnight Saturday, officers were alerted by a license plate reader that a wanted vehicle was in the area. Police attempted a traffic stop, but the driver, Daniel Moss, 58, of Westminster, took off and ultimately crashed, killing his wife, Linda Moss, 74, of Westminster, who was a passenger, police said.A mess of car parts littered Roland Avenue. Residents shared their accounts of the event."I heard the loud crash and jumped out of bed, checked my kids and then went to the window and saw the activity. It looked like a big fog cloud. Couldn't see much because of all the smoke coming from the car," Roland Park resident Martha McKenna said.According to officials, the driver lost control and crashed into a parked car and then into a tree."If you're not familiar with the street or the road, you can get yourself in trouble pretty fast," resident Allen Baker said. While the exact route they took to get to the crash site is unknown, it is about 10 minutes north of where police tried to stop the car off West North Avenue. Westminster Police said the attempted robbery happened Friday in Carroll County at a Westminster Crossing Shopping Center ATM.Authorities said the impact of the crash killed Linda Moss. Daniel Moss was taken to a hospital in police custody.People who live in the area said they see crashes in this spot often, so they're not surprised it's where the driver lost control."This is a several times a year occurrence," Baker said.The Maryland Attorney General's Office is now investigating the police pursuit. Thomas Lester of the Independent Investigation Division said their review will be thorough."What our attorneys will do, they will review evidence, including body worn cameras, crash reports, and witness interviews. What we'll do is a legal analysis of actions of the officers in relation to applicable laws that apply to that specific situation, in this case, the pursuit," Lester said.Investigators identified the officers involved as Officers Bradley Roberson and Menachem Rosenbloom.The driver in this case is expected to survive and charges are pending. Anyone with information is asked to call police at 410-396-2606 or Metro Crime Stoppers at 866-7LOCKUP.
