West Ada approves financing for new elementary, CTE facility
MERIDIAN — As the West Ada School District prepares to open a new Lake Hazel Elementary building and a career and technical education (CTE) facility next fall, its trustees voted Monday night in favor of a participation financing agreement that would fund their construction without raising taxes. The move comes three years after House Bill 292 granted property tax relief with the creation of the School District Facilities Fund. Under the participation financing model, multiple lenders can buy portions of a loan from a lead lender, spreading out the suppliers of funding for larger projects such as these which will cost an anticipated $56.4 million. “It in all intents and purposes looks like a traditional bond. It’s got a principal component, an interest component,” said Eric Heringer, the managing director of Piper Sandler’s Idaho office. The investment bank is the loan’s underwriter. But unlike running a bond, the arrangement allows the district to take on debt without requiring approval from voters, as the leases on the buildings in question would be renewed annually. State law only requires a vote for a district’s indebtedness when the obligations exceed a year. The loan would be spread out over a course of 15

Treasure Valley laboratory to expand to ISU Meridian campus
MERIDIAN — Idaho State University has announced that its Meridian campus will gain access to more health science education with the expansion of the L.S. and Aline W. Skaggs Treasure Valley Anatomy and Physiology Laboratories, or TVAPL. This project is a collaboration between ISU, Idaho College of Osteopathic Medicine and the University of Idaho, according to a news release from ISU. It was approved by the Idaho State Board of Education. Construction on this project is expected to begin in the fall and will add 16 stations to the campus’s 34-station human anatomy lab along with a two-station embalming suite. It will be a 6,130-square-foot remodel and will cost roughly $7.9 million. TVAPL is a core lab facility that offers space that combines high-quality virtual, donor-based and professional embalming education, training and research. It also provides students of every level with opportunities to further their education. Working health care professionals also have the opportunity to experience health care-specific career exploration events. Boise Schools look ahead at potential closures amid decreasing enrollment
A shrinking student population and aging facilities have led the Boise School District to reevaluate its existing schools. The district hosted several sessions Tuesday and Wednesday to bring community members into conversations surrounding future difficult decisions. Enrollment is expected to continue dropping and it is likely that the BSD will have to close schools. BSD consultant and HPM planning services Vice President Tracy Richter said that while the district considers future plans, actual actions to adapt to declining enrollment would take place two to five years from now. “This isn’t a Boise issue, this is a national issue,” Richter said. Current projections show that Boise’s enrollment of 20,970 will drop by 3,000 students over the next decade. This comes after a 2,000-student enrollment drop over the past five years. This trend isn’t unique to Boise schools, or even the Treasure Valley. Richter, who consults in districts across the nation, said he hasn’t seen a single district that isn’t losing students. The cause is theorized to be a mishmash of different factors including lower birthrates, aging populations and, in Boise’s case, a lack of housing options. “What we see is that more people are holding on to their homes longer, even
