The Washington CH police report that last Wednesday, they initiated an investigation regarding child endangerment after receiving several complaints of a video that had surfaced regarding a mother tattooing her young juveniles.
A welfare check was conducted at their residence, which revealed the living quarters were in a deplorable condition. The mother was arrested as a result.
