Tulsa police say the department has responded to two gun-related incidents at the same midtown house just 44 days apart.
Harvard Heights is usually a quiet, peaceful neighborhood.
It's why James Carter moved there in 2018.
"It's a lot more of a young vibe than when we lived down in south Tulsa," said Carter. "The neighbors seem a little more connected."
There are some neighbors Carter hasn't been able to connect with because they aren't there long enough—the people staying in short-term vacation rentals.
"It's that lack of relationship with people coming in, in a transient nature and that concerns me," said Carter. "I just think that you're open to more risk because of that."
Carter said that risk has been exposed over the past month and a half.
Tulsa police said they were called out to a party at this home on April 15 to investigate a shots fired call.
Police told NewsChannel 8 on Thursday that the teen had surgery, and he's in critical but stable condition.
Police say that boy's father was renting out the short-term vacation home.
"It makes me feel unsafe," said Carter.
Tulsa City Councilor Laura Bellis said she understands.
"It is something that really concerns me because something similar has happened in my neighborhood as well," she said.
Bellis said she's doing some research to take a closer look at short-term rental properties in Tulsa.
"I think we have to consider how many short-term rental properties are operating in a residential neighborhood because of what that can do to public safety," she said. "It means less neighbors know each other and we know from, you know, there's studies of data that show when you have less neighborhood cohesion that leads to public safety issues."
Carter said he's glad Bellis is taking his concerns to heart, adding that addressing the issue is crucial to making his neighborhood feel safe again.
"I don't think I'm being a Karen," he said. "I don't think they are. It's a problem."
