A Coon Rapids man remains in custody at the Shelby County Jail on two felony counts of kidnapping and burglary. On Sept. 13, 24-year-old Troy Howard Smouse Jr. was taken into custody by the Audubon Police Department for an incident that occurred on July 14, where Smouse allegedly entered the victim’s home without her knowledge or permission, carrying the victim against her will into the living room and forcing her to engage in sex acts with him. Smouse was also reported to block the doorways of both the victim’s bedroom and bathroom when she was present in that room, making her unable to get away from him. Smouse is being charged with kidnapping in the first degree, a class A felony, and burglary in the first degree, a class B felony. His arraignment hearing has been scheduled for Oct. 14. The class A felony alone carries a life sentence in prison without the possibility of parole.

(Shelby Co) The Shelby County Sheriff’s Office released their arrest report for the month of September. Anthony Michael Bennett, Age 33, Harlan, IA. Bennett was arrested and transported to the Shelby County Jail on an active Shelby County Warrant. Bennett was charged with Interference with Official acts, Possession of Drug Paraphernalia, and Possession of a Controlled Substance 3rd offense.

Tomorrow (Saturday) is the 67th annual Band Day in Carroll, and the city streets will be filled with music as dozens of bands and parade floats make their way through town. The parade begins at 10:30 a.m. at the corner of N. Adams Street and W. 12th Street. The route takes participants from the starting point three blocks east to N. Clark Street, three blocks south to E. 9th Street, and east through Graham Park to the Carroll Athletic Field on Grant Road. Residents are asked to avoid streetside parking along the parade route until after the parade has finished. Over 60 floats and bands are registered to participate in Saturday’s Parade.

The AC/GC Chargers football team is on the road for the last time during the regular season, as they head to Manning to take on the IKM-Manning Wolves. The Chargers are 5-0 on the season after a hard fought game last week, while the Wolves are 2-3 with both wins coming in the first games of the season. AC/GC trails IKM-Manning in the historical series, with 3-2 record.

The Carroll Community Theater (CCT) is celebrating Halloween by putting on a haunted house in Willey later this month. From 7:00 p.m. to 10:00 p.m. on Oct. 18, 19, 25, and 26, members of the CCT will be decorating and staging a three-story house for participants 8 and older to explore the rooms of the house where volunteer actors will attempt to scare everyone visiting. Elissa Sexe, a board member and social media manager for the CCT, says they wanted to bring a haunted house back around the Carroll area after talking among board members and regular volunteers.

All Carroll Community School District (CCSD) students can attend all home games and activities for the remainder of the year for free, thanks to donations from school organizations. Activity passes have been purchased for PK-12 grade students by the Bill Evans Foundation, CHS Foundation, and Carroll Tiger Booster Club. Families that purchased student activity passes before this will receive a refund directly from Hometown Ticketing within the next few weeks. District administrators want to remind parents of the guidelines for students attending home games for the football season. Students PK through sixth grade must be supervised by an adult at all times and not permitted in the student section. The seventh and eighth-grade student section is located in the south home bleachers, and the ninth through twelfth-grade section is in the north bleachers. Students are prohibited from bringing balls or other play items into the stadium and must remain seated in designated sections or with an attending adult. Any individual who leaves the stadium will not be permitted to re-enter, and food and drink outside are prohibited for all attendees. Along with the activity passes, the Bill Evans Foundation has also purchased Carroll Tiger t-shirts and a hoodie for all Fairview Elementary students to show support in apparel to wear to games. The CCSD administrators and staff wish to thank all the donations that were received to help make this possible for all students.

The Lake View American Legion Post 0133 will serve breakfast on Saturday morning to raise funding for operations and projects on the Legion building. Breakfast will consist of pancakes, scrambled eggs, sausage, juice, and coffee from 8:00 a.m. until 12:00 p.m. Tickets can be purchased in advance, $11 for an adult ticket, and children aged 5 to 11 are $8. If unable to buy a ticket in advance, tickets can be purchased at the door for $12 for adults, and children’s tickets are $9. The Carroll County Board of Supervisors meets Monday morning for their regularly scheduled weekly meeting, and the two-mile zoning area around Carroll is once again on its agenda. The board convenes at 9 a.m. in the supervisors’ meeting room at the courthouse. The first item of business will be to review a letter of suggestions for proposed changes to the zoning agreement between the county and the City of Carroll. Currently, the city manages zoning, inspections, and permit issuance in the two miles surrounding the community, but there has been a push from residents who live within the zone to reduce or eliminate the agreement. The board is tentatively scheduled to meet with city officials later this month to discuss the issue further. Other items on Monday’s agenda include a Fiscal Year (FY) 2024 urban renewal report, a letter from the supervisors to the Rolling Hills Community Services Region to return some of the county’s investment into real estate, discussions and potential action of the future of the Carroll County Compensation Board, and setting a public hearing for a rezoning request. (Audubon, IA) — Its Western Iowa Conference showdown tonight in volleyball as AHSTW visits Audubon, coverage on KSOM. The Vikings have played in 6 more matches than the Wheelers having spent just about every weekend at a tournament. AHSTW is led by Senior Loralei Wahling with 114 kills but has young players involved in the offense with Freshman Kennedy Wyman with 110 kills and Sophomore Addison Carroll chipping in 97 kills. Vikings Head Coach Kelsey Fraher says it has been up and down for both players.

(Audubon, IA) The Audubon Wheelers broke a 12 game losing streak as they topped AHSTW 3-1 in a WIC match up on Thursday night. The set scores were 25-22, 11-25, 25-23, 25-13. The Wheelers had to come from behind in the first set — down 20-14, Lucy Stanerson got one point on serve and after a side out, Abby Wanser scored 6 points on her serve to take a 22-21 lead. AHSTW came out strong in the second set, leading 7-4 and going on an 8 point run with Halle Goodman serving to build a 15-4 lead and never looked back. In the third set, it was back and forth and was tied at 23 but Audubon got a key side out and an error from the Lady Vikes gave the set to the Wheelers. Audubon dominated the 4th set for the win.

October is National Pedestrian Safety Month, and the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) reminds drivers to be vigilant for pedestrians. In 2022, 7,522 pedestrians were killed in traffic crashes, a nearly one-percent increase from 2021, making it the highest fatality rate since 1981. On average, a pedestrian was killed every 70 minutes in 2022, accounting for 18 percent of all traffic deaths. With Halloween now just a few weeks away, drivers are reminded to slow down, as children may unexpectedly dart into the street. Experts recommend the “Safe System Approach,” which helps reduce injury by encouraging safe driving and waking behaviors, reducing speeds, improving vehicle safety, and enhancing post-crash care. NHTSA Regional Administrator Susan DeCourcy says, “Walking is one of the best things you can do for both your mental and physical health, and also for the environment. We want to help ensure that pedestrians in our communities are safe on the sidewalks, crossing the street – anywhere that people walk, bike, or roll they should be able to do so without fear or stress. The third annual Glidden Downtown Fall Fest is this Saturday. It is a way to promote the city’s downtown district while getting ahead on some holiday shopping. Throughout the afternoon, participants of all ages can enjoy food, drinks, different activities and view all the various vendors and businesses with something unique to offer attendees. City Administrator Brooke Peterson says the idea started three years ago to bring more traffic into Glidden and show everyone what the community has to offer.

Carroll County is implementing a countywide process for employees to follow in the event of a workplace injury. Board of Supervisors Chair Stephanie Hausman says the county has been fortunate to have a very low worker’s compensation claim rate compared to its peers, but a policy update is necessary to facilitate safety at all levels of county government. Hausman adds that the U.S. Occupational Health and Safety Administration (OSHA) requires the county to have such a policy. She says the claims process is relatively simple.
