25 Years After 9/11: Employer Obligations to Inform Affected Workers of Victim Compensation Funds

With the twenty-fifth anniversary of the September 11 terrorist attacks, New York employers may want to note that state law requires practicable efforts to notify employees who worked near the World Trade Center towers during and after the attacks of their eligibility for two victim compensation funds. Quick Hits The 9/11 Notice Act and regulations require employers to notify “where practicable” current and former employees who worked in affected areas of Lower Manhattan and Brooklyn of potential eligibility for federal compensation funds. The funds are not limited to first responders but apply to those helped with the clean-up and construction or lived, worked, or went to school in the affected areas during and after the attacks. A quarter century after the terrorist attacks on September 11, 2001, the effects of the tragedy continue to linger, especially in New York City. Recently, Mayor Zohran Mamdani declared September 11 an official “Citywide Day of Remembrance and Service” to honor victims, first responders, survivors, workers, and affected families. In May 2025, New York’s Empire State Department (ESD) finalized regulations under the 9/11 Notice Act requiring employers to notify “where practicable” current and former employees who worked in Lower Manhattan and Western Brooklyn during

Harlem nonprofit WHDC’s board blasted over incompetence and squandered millions: ‘Things are starting to go off the rails’

An embattled Harlem nonprofit accused of squandering tens of millions meant for the area’s regeneration is hobbled by its feckless board, sources tell The Post. Frustrated with the West Harlem Development Corporation’s (WHDC) failure to capitalize on its near $100 million endowment from Columbia University, sources blame the long-procrastinating board, who have failed to make any significant investments to benefit the community. The fund has dwindled to $56 million and the 13 board members, many of whom have degrees from Ivy League universities, appear beholden to its chair, ex-judge Milton Tingling, and loath to challenge him, one former member told The Post. NY County Clerk and former Judge Milton Tingling is the chairman of the West Harlem Development Corporation. NYS Courts The nonprofit is also being sued by former board member and employee Vincent Morgan over allegations of antisemitism, racism and harassment by the group’s executive director, Zead Ramadan. As part of that lawsuit, Morgan claims Tingling called a meeting outside working hours in February 2024 where he told him “things are starting to go off the rails,” and told him to check with him before raising issues, according to federal court filings. City takes prospective vendors for Mamdani’s planned
