SEATTLE — An atmospheric river is expected to pull a big plume of moisture into much of the West Coast during the second week of November. The Climate Prediction Center shows a high risk of heavy precipitation from northern California through the Pacific Northwest from November 10 to 12. Several inches of rain could fall in some areas, which could lead to flooding at lower elevations. A moderate risk of high winds is also expected along the coast from November 10 to 14.
