Saugatuck City Council overwhelmingly votes against censuring Gardner
Saugatuck City Council overwhelmingly rejected an attempt to censure Russ Gardner on Oct. 26, voting against the resolution 6-1. Mayor Holly Anderson was the sole vote in favor of censuring Gardner, with opposing votes from Councilmembers Chris Peterson, Scott Dean, Gregory Muncey, Lauren Stanton, Joe Clark and Gardner. In her report to council, Anderson said the proposed censure was for “repeated violations of (a city charter provision) that prohibits councilmembers from giving orders or dealing directly with city staff.” The resolution listed seven instances in which Gardner contacted staff members. Four involved the municipality's director of planning and zoning, while others included attempts to contact the city's deputy clerk and director of BPW. The requests often included and forwarded questions from constituents. The meeting packet noted Section 4.9(c) of the Saugatuck City Charter, which states councilmembers "shall deal with city officers and employees who are subject to the direction and supervision of the (city) manager solely through the manager, and neither the council nor its members shall give orders to any such officer or employee, either publicly or privately.” Anderson provided documents showing Gardner had previously been warned about his communications with staffers, and said the censure was about accountability.
