Man charged after hostage situation at garage near St. Charles City Hall; woman released unharmed

ST. CHARLES (KMOX) - A hostage situation at a underground parking lot near St. Charles City Hall is over as a O'Fallon, Missouri man was arrested and charged by police early Monday afternoon.

Terrance D. Mahone, 42, was charged late Monday with one count of unlawful use of a weapon stemming from an incident that lead to a standoff at the lot.

According to St. Charles Mayor Dan Borgmeyer, the situation seemingly stemmed from a court case at the St. Charles Courthouse, which is located next door to City Hall.

A woman walked across from the courthouse to the parking garage after the alleged case. Mahone was hiding in the backseat of the woman's car, according to St. Charles County prosecutors.

When she tried to get in, she started screaming, leading to Mahone to yell her to stop and eventually fire a shot from a 9mm handgun from inside the car.

A bailiff from the courthouse, along with St. Charles Police were the first to respond following the shot.

St. Charles Police had the first floor of the parking garage completely surrounded and elevators at City Hall were shut down as they had access to the parking garage.

In addition, hostage negotiators and a mental health professional were also on site to help in the situation

Eventually, Mahone surrendered while the woman was released unharmed.

Borgmeyer said the hostage situation was under control and it was not a threat to the public.

St. Charles County prosecuting attorney Joe McCulloch classified the incident as a 'family disagreement that spiraled out of control.'
