Rochester Police Captain Casey Moilanen said officers responded to a report of a child overdosing around 8 p.m. Sunday at a residence in the 3000 block of Rose Heights Dr. Southeast. The initial call indicated the child was not breathing.

Officers arrived and confirmed the child was breathing before an ambulance arrived to treat the young girl. Officers then spoke with the one-year-old’s mother, identified in the criminal complaint as 23-year-old Rahmo Salah.

The criminal complaint says Salah told officers she had gone into the bathroom with her child and ingested half of a fentanyl pill and put the other half into her purse. She said her baby then reached into the purse, found the other half of the pill and ingested it.

Salah told police she yelled for someone to call 911 after seeing her child rubbing her eyes and being unable to walk. Officers then asked Salah to get her ID. She emptied her purse revealing a few bundles of burnt tin foil and an M30 pill that law enforcement describes as a counterfeit pill often laced with fentanyl, the complaint says.

Moilanen said the child was brought to St. Mary's Hospital and is alive. He said an update on the child's condition was not available Tuesday morning.

Salah told police the pill was laced with fentanyl and admitted to using the drug earlier that day. She was then arrested and brought to the Olmsted County Jail. The Olmsted County Attorney’s Office charged her with a felony count of child endangerment and a felony drug possession charge on Monday.

Court records indicate Salah was arraigned on a felony count of child endangerment in Olmsted County Court Tuesday. Her next court appearance is set for April 11.
