EAST PROVIDENCE, R.I. (WPRI) — Former gubernatorial candidate Helena Foulkes joined 12 News at 4 Tuesday to discuss her decision not to enter the race to replace Rep. David Cicilline.

Cicilline announced last month that he would be resigning from Congress to lead the Rhode Island Foundation.
