Nun Ya, The DCSPCA is probably overwhelmed with these types of issues. They do try to help all they can. They have volunteers that may be able to assist. There may be some legal though. Call them. Give them contact info for the guy feeding the cats. I'll send him some money. There may be oral contraceptives that will prevent more births.

The city can't afford have a heart traps? T.N.R. I hope the cats can be dealt with in a humane manner. I know in the past poisoning was used to eradicate feral cats from the city parks. At least there are some people who care and have stepped up to take care of them. Sad situation.
