A Portland man is facing several charges, including bias crimes, for two separate incidents of human-waste-centric vandalism.
Joseph Rising, 41, was arrested on several counts of criminal mischief and bias crime in February 2022.
According to jail records, Rising has been homeless for the past 8 years and refers to himself as "Stinky Pero." He told jail staff his first conviction was at age 11.
Court documents claim Rising threw a rock at the box office window at St Johns Theater in January 2022. He then threw a 12 ounce can of his urine at the theater, which resulted in pee spilling all over the floor. This caused nearly $1500 in damage to the cinema due to repair and cleaning fees.
In January, September, and October of 2021, an another indictment says he smeared his own feces on the exterior of Industrial Strength, a fitness center in North Portland, several different times.
The indictment alleges the crime at Industrial Strength was motivated partly because of Rising's perception of the business owner's race and national origin. Industrial Strength teaches a form of Brazilian jiujitsu.
Rising pled not guilty to the charges February 7 and was released from jail the following day. However, he failed to show up for court March 20, 2023, and a warrant was issued for his arrest.
He was arrested Thursday morning and is expected in court Friday morning.
