A suspect connected to the 2019 killing of a teenager in the Parkrose Neighborhood has been indicted for murder, says the Portland Police Bureau.
Abdikadir M. Osman, 24, has been identified as the shooter by law enforcement.
On October 26, 2019, Jackson Panyanouvong, 18, was shot near Northeast Wygant Street between Northeast 109th and 110th avenues at around 12:30 p.m.

When officers and medical personnel arrived, they found Panyanouvong suffering from traumatic injuries. He was taken to a hospital where he died from his injuries.
After over three years of investigation, Osman was identified as the suspect and arrested.
On March 8, 2023, Multnomah County Deputy District Attorney Todd Jackson presented the case to a Grand Jury and Osman was indicted on charges of Murder in the First Degree, Murder in the Second Degree, Robbery in the First Degree, and Unlawful Use of a Weapon.
Osman was already in custody related to a previous murder arrest.
Panyanouvong’s family has been notified of the indictment.
