City of Pittsburgh denied rental registration ordinance

The city of Pittsburgh does not have the authority under Pennsylvania law to enact its ordinance governing rental unit registrations. That's according to a state appeals court.

The Trib repots the court took issue not with the registration of rental units, but with the requirements that the ordinance had, such as landlords having to attend a landlord academy, and other rules.

Mayor Ed Gainey was disappointed in the decision, saying that Pittsburgh is a majority renter city and that the legislation was 'good for the health and safety' of the residents.

But the Apartment Association of Metropolitan Pittsburgh called the ordinance unconstitutional and violates people's rights from a 'grossly improper reach' the city has.

The three-judge panel called said some of the requirements in the ordinance were prohibited by state law.
