PHILADELPHIA (KYW Newsradio) — The Montgomery County woman accused of killing three people, including two state troopers, on I-95 in South Philadelphia last year has turned down a plea offer and will head to trial.
Jayana Webb, 22, turned down an open plea offer of three counts of third-degree murder, three counts of homicide by vehicle while driving under the influence, and one count of DUI.
She is also facing other charges, including manslaughter of a law enforcement officer and reckless endangerment.
According to investigators, in the early morning hours on March 21, 2022, Webb was pulled over by Pennsylvania State Police Troopers Martin Mack and Branden Sisca for speeding and suspicion of DUI. But during the traffic stop, the troopers had to let her go to respond to a call of a man walking on I-95 near the stadiums in South Philadelphia.
As Sisca and Mack were out of their vehicle helping pedestrian Reyes Rivera Oliveras, police said Webb sped by the stopped traffic and hit and killed all three men.

Third-degree murder charges were initially thrown out by a lower court judge but were later reinstated.
Webb is free on bail despite arguments from prosecutors to deny it.
Her trial is scheduled for Dec. 4.
Homicide by vehicle while DUI carries a mandatory minimum sentence of three years in prison. Third-degree murder has a maximum 20- to 40-year prison sentence, but the maximum is not the norm.
