Lottery begins for affordable housing at Soldier Hill Road development in Paramus

A lottery for affordable housing units for the upcoming Soldier Hill Road development in Paramus is underway.

The lottery, which is open until May 15, will determine the waiting list priority for the 140-unit Soldier Hill Road apartment building located between Gettysburg Place and Seagull Drive. Fourteen affordable housing apartments are anticipated to be available in spring 2023.

Background

After 45 years of litigation, the housing development was approved in 2020. It was controversial in the borough for years due to contamination concerns and the proximity of the property to a protected waterway that runs into the Oradell Reservoir. The borough and the land's various owners have sued each other over different aspects of the property for decades.

This rendering of a proposed development on Soldier Hill Road, which was filed with the Paramus Planning Board, would have 140 units.

What's included

Amenities for the affordable housing units would include central air conditioning, stainless steel appliances, quartz stone countertops and a washer and dryer in each unit, according to a release from the Paramus Affordable Housing Corporation.

Community amenities include an outdoor heated pool, wading pool, jacuzzi, outdoor fire pits, outdoor kitchens with sink and refrigerator and clubhouse. The apartment building is also a smoke-free community, according to the release.

What it costs

Rent would range on three varying scales: very low, low and moderate.

  • For a one-bedroom apartment, rent would be from $515 for the very low range, $1,125 for the low range and $1,165 for the moderate range.
  • For a two-bedroom apartment, the rent would be $605 for the very low range, $1,285 for the low range and $1,385 for the moderate range.
  • For a three-bedroom apartment, no answers were listed for very low and low ranges, but the moderate range would be $1,586.

Income ranges

The three rent ranges are determined by the annual income of the applicant by family size:

  • For a single person, $24,286 would be considered very low income, $40,477 would be low income and $64,764 would be moderate income.
  • For a two-person family, $27,756 would be considered very low income, $46,260 would be low income and $74,016 would be moderate income.
  • For a three-person family, $31,225 would be considered very low income, $52,042 would be low income and $83,267 would be moderate income.
  • For a four-person family, $34,695 would be considered very low income, $57,825 would be low income and $92,519 would be moderate income.
  • For a five-person family, $37,470 would be considered very low income, $62,451 would be low income and $99,921 would be moderate income
  • For a six-person family, $40,246 would be considered very low income, $67,077 would be low income and $107,323 would be moderate income.

The Paramus Affordable Housing Corporation notes in its release that the figures listed are subject to availability and may change without prior notice. Utilities are not included in the prices and amenity fees may apply.
