The board will continue to receive regular updates on land development and capital improvement projects, according to county official Keith Reid, as cited by the Bee. Placer County also says it will keep records documenting completed projects, including notices of completion, accessible to the public within project files.</p><p>Reid told the outlet that delegating approval authority to the county engineer can let developers receive building permits sooner — the stated goal behind the change. The county says the move is intended to reduce administrative work, save staff time and speed up project approvals overall. Behind that goal is a fairly specific paperwork burden: staff typically spend three to five hours generating and processing a single staff report for the board agenda, Reid said, and that process also requires sign-offs from the clerk of the board, county counsel and the County Executive Office before a project ever reaches supervisors.</p><p>The volume of projects moving through that pipeline this year illustrates why the county wanted to streamline it. The Community Development Resource Agency brought 22 completed subdivision improvement projects before supervisors this year, while the Department of Public Works submitted four completed capital improvement projects for approval, Reid told the Bee.</p><h2>No New Hire, But a Bigger Paycheck</h2><p>The ordinance establishing the county engineer position did not create a new county job; instead, the Public Works director simply assumes the county engineer's additional duties. Placer County reviewed how other cities and counties structure their engineering departments before settling on this approach, and Reid said the county determined that a county engineer title was appropriate both to manage engineering functions and to align with how peer agencies operate.</p><p>Placer’s proposed arrangement has a parallel in Los Angeles County, where county code expressly delegates authority to the county engineer and other officials to accept subdivision improvements and reduce or release related securities. That comparison shows that routing these decisions through an engineering official is an established local-government option, though the details depend on each county’s code. In Placer, the pending ordinance would make the Public Works director the county engineer if the director holds the required state civil-engineering license. Los Angeles County’s code describes its delegation.</p><p>Derek Gade will serve as county engineer while maintaining his California civil engineering license, which he has held since 1999, according to the state Department of Consumer Affairs as cited in the Bee's reporting. Supervisors also approved a salary increase tied to the expanded role: the Public Works director's salary range rose from $218,420–$272,750 annually to $229,590–$286,749 annually.
