The new application asks to change the property’s zoning rules. It wants to switch from the current mix of Neighborhood Commercial (40-foot height limit) and Lowrise 1 zones to a single Neighborhood Commercial zone with a 65-foot height limit. Both the current and proposed zones require affordable housing rules to be followed.Evergreen Goodwill, which leases its Ballard location’s building from a Portland-based investment group, opened the store in 2004. The building has also been home to a Safeway and a Doc Freeman’s marine supplies store. So far, Evergreen Goodwill hasn’t announced any plans to shutter the store and it’s still open to the public.Timberlane Partners is also a commercial real estate investor and has several properties in the region, including the Jackson Apartments in Seattle’s Central District, the Queen Anne Collection, and A’Capella Apartment Homes in Lynnwood, and . Timberlane also has a development project underway in Fremont: Earlier this year, it filed plans to redevelop the 99-year-old, 5-unit historic Steiner Apartments into a seven-story, 189-unit apartment building.King County values the land at $14 million, though it’s not currently listed for sale. There’s also a small parcel just to the north of the Goodwill property—it’s currently part of the parking lot but may be rolled into the larger development plan.Public comments can be made on the application either online or in writing.
