Horry County Planning Documents</figcaption></figure>CONWAY, S.C. — The Horry County Planning Commission recommended a development agreement that could bring almost 800 homes to the Carolina Forest area.During a public hearing on Thursday, Nov. 5, the planning commission voted unanimously to recommend approval of a proposed planned development project off U.S. Highway 501 in Carolina Forest. The 472-acre project would add 394 single-family homes, 392 multifamily units and commercial space along Middle Ridge Avenue. However, only about 130 acres are developable. The property has about 13 acres of wetlands and almost 230 acres of ponds. The property currently is zoned Commercial Forest Agriculture (CFA). The zoning would need to be changed to Planned Development District to accommodate the project. The planning commission recently deferred the rezoning request, which will now go to the Horry County Council in this month. The rezoning request was deferred in July due to concerns about additional traffic and the overcrowding of schools in Carolina Forest, one of the fastest-growing areas in Horry County. The project would bring more traffic — more than 6,400 additional vehicle trips per day, according to county records. The project also would add additional students to area schools. Carolina Forest High School strains at 120 percent capacity while Ten Oaks Middle School is at 109 percent. No one spoke for or against the rezoning during Thursday's public hearing.County staff said that the developer agreed to several concessions to Horry County in exchange for the zoning change.Staff said under the proposed agreement, 5 acres would go to the county to develop at its discretion as well as a $5,800 per-home fee and a $6.03 fee for each square foot of commercial space. The developers also agreed to include a walking trail on the property, staff reported. The project would set aside nearly 280 acres for open space, and the developer has also proposed a buffer along Middle Ridge Avenue, according to county planning documents. County records indicate that potential commercial uses could include warehouse and storage facilities, offices, and wholesale/distribution sites. The proposed agreement will now go to the Horry County Council as soon as its Nov. 17 meeting for its first reading.</div></body>
