However, the staff report does not explain why a facility-use agreement was never finalized during that period.City Recommends New ProceduresTo prevent similar situations, staff is recommending a standardized process for future off-site meetings.The proposed procedures include written confirmation of meeting locations and designated contacts, advance disclosure and approval of facility charges, and formal agreements addressing access, setup, equipment, insurance and responsibilities.Staff also recommends improved coordination regarding public accessibility, agenda posting and audiovisual requirements.According to City Clerk staff, the Commission has already satisfied its two required off-site meetings for 2026 through a June 15 joint City Council meeting and the October 19 meeting at Delta Bay Community Church.No additional off-site meetings are required for the remainder of the year.The item to review the $750 invoice was on the agenda for the Nov. 2 meeting, however, due to a lack of quorum, the meeting was cancelled.</div></body>
