An ADA Transition Plan is a self evaluation of a city’s programs, infrastructure and employment practices aimed at describing access barriers for people with disabilities, according to the program page.In 2025, Madison updated the city’s 1990s transition plan though there is no federal requirement for cities to update their transition plans, according to the program page. While these plans are often geared toward long term improvements, many programs have already been implemented in the past year. City ADA Coordinator Rebecca Hoyt explained exactly what this transition plan would entail.“An ADA transition plan is a very long-term plan, but there are some areas that we identified as readily achievable, meaning they could be fixed without a lot of cost or effort,” Hoyt said. Some of these readily achievable programs have already been implemented, including required training for staff around the ADA and effective communication — an administrative procedural memorandum for accommodation requests and service animal training, according to Hoyt.Another program Hoyt highlighted is the city’s language access programs, which allow people accessing government resources to obtain spoken or sign language interpreters, either in person or virtually. The ADA Transition Plan has expanded this program and ensured all city staff has the equipment and training needed to provide that service whenever it’s needed, according to Hoyt. The city also committed to acquiring or leasing only new facilities that already meet the city’s accessibility criteria, so they can be accessible without significant time or expense, according to Hoyt. The city’s criteria follows the 2010 ADA Standards for Accessible Design, a set of federal guidelines for how buildings should be designed to accommodate individuals with disabilities, according to Hoyt. The city’s engineers evaluate facilities to determine whether or not they meet these standards, and if the city is unable to accommodate those requirements at a reasonable cost, then the city will choose not to pursue those facilities, according to Hoyt.An important aspect of this program is how it is funded by the city. The program has secured an ongoing capital projects request with the city, which means that a portion of the city budget is directly allocated to the ADA Transition Plan in order to achieve the program’s goals in a timely fashion, according to Hoyt.“It sounds small, but without having those resources available it would be really difficult for us to meet the timelines of the plan,” Hoyt said.Improving digital accessibility was a key component to the revitalized ADA Transition Plan, with the city continuing to make its websites and apps more accessible, according to Hoyt. The new plan focuses on ensuring city websites have compatibility with tools like screen readers or adaptive equipment, as well as making sure city resources have captions or visual descriptions for the people who need those services, according to Hoyt.“This is a really positive change for the disabled community because so much of what we do in our daily lives is digital,” Hoyt said.Despite the long-term nature of the ADA Transition Plan, many important improvements have already been made since the plan was revitalized last year, Hoyt said. The city identified 10 bus stops that needed accessibility improvements which have already been completed, according to Hoyt. The city has also installed over 100 devices which can be used to connect people with hearing or speech impairments to sign language interpreters remotely, according to Hoyt.City Communications Manager Dylan Brogan said this program isn’t entirely new, but the city is committed to improving already existing parts of city infrastructure and making the city more accessible and equitable.“It’s really about ensuring that services and physical infrastructure are set up so that all citizens have equal access to the services we all pay for,” Brogan said.Hoyt said the coming year of the ADA Transition Plan is full of projects to remove barriers for people with disabilities. The City identified 206 places in the pedestrian network where there were no curb cuts, according to Hoyt.By the end of 2027, the city will have completed evaluations of all 206 locations and will have determined whether to install those curb cuts or create alternative paths, according to Hoyt. The city is also planning to introduce new training to help first responders better assist people with disabilities in the event of an emergency, according to Hoyt.Hoyt said the city will be doing an update on the ADA Transition Plan at the Disability Rights Commission in December, and she will be releasing a report of some highlights of the Plan’s first year in January.</div></body>
