The Economic Opportunity Grant Pilot targets a specific, frustrating gap: people who did the work to get certified or trained for a better job, only to get stopped by licensing fees, equipment costs, or union dues they can't afford.

A Program Built Around a Specific Kind of Financial Trap

The pilot aims to help low-income residents overcome initial costs to establish small businesses or transition into higher-paying careers, according to SFGATE. The examples cited by the county illustrate just how steep those barriers can be: a California-compliant mobile food cart can run more than $10,000, a professional lawn care equipment set can cost $5,000, and nursing graduates can face $750 in licensing fees plus another $200 for required clothing. Gary Besser, strategic projects manager with the equity division of the Office of the County Executive, said many Marin residents simply cannot turn available training into more stable income once those costs hit.

Besser also pointed to structural reasons people fall through the cracks. He said federal vocational student aid and public workforce assistance programs carry restrictive income, residency and citizenship rules that exclude working-poor households, and that business loans can be prohibitive for people who lack collateral, documentation status or credit history. CalFresh Employment and Training and CalWORKs are among the public assistance workforce programs Besser referenced as having those same limitations.

Union Dues and a Pre-Apprentice Program in Marin City

One concrete case study behind the push: Tradeswomen Inc. ran a pre-apprentice trades program in Marin City that graduated 20 students, but those graduates then faced initial union dues of $500 per person. Supervisor Stephanie Moulton-Peters said the grant program could help address that initial union-dues barrier, which has kept trained workers from actually entering the trades they prepared for.

How the Money Is Split

The grant proposal allocates $366,000 for direct grants to residents and another $25,000 for program development and administration. The program will be funded through existing county resources, with the County Equity Initiatives Fund contributing $316,000 and the Parks Food, Agriculture and Resilient Ecosystems Grant Program kicking in $75,000 reserved specifically for food-related businesses.

The county expects to distribute 90% of program funds to between 40 and 45 microbusiness grants, with the remaining funds going to 30 to 35 career grants. Those career grants will cover education, licensing and union-entry costs, while the pilot prioritizes career sectors including health care, education and childcare, information technology, and skilled trades. Outreach will focus on Marin City, San Rafael's Canal neighborhood, Novato and West Marin.

Building on an Existing Home Kitchen Ordinance

The pilot builds on Marin County's recently approved Microenterprise Home Kitchen Ordinance, which allows licenses for people establishing home-based kitchen businesses. It also follows the county's existing Microenterprise Support Program, which includes services like business-plan creation, financing guidance, licensing and permitting help, social media marketing, technology solutions and business expansion support.

That existing program reported strong early numbers. The Microenterprise Support Program reached 248 participants in its first year, with cohort completion rates above 90%, according to a report from citizenportal.ai. The same report noted 75 people received one-on-one advising, and that staff had proposed using $267,000 in remaining Race Equity Action Plan funds to seed startup grants for program graduates. County Equity Director Jamillah Jordan said in the release that “Early results from the Microenterprise Support Program show that strategic investments in entrepreneurs not only benefits families in Marin, but also the overall health of Marin's economy.” Marin County's program page notes that microenterprises with fewer than five employees make up more than 70% of businesses countywide, underscoring why county officials see small-scale entrepreneurship as central to the local economy.

Grant applications are expected to open in December, with awards distributed between February and June 2027. The Office of Equity plans to track recipients' income, business openings, employment and quality-of-life improvements, and intends to report back to supervisors in summer 2028.
