The measure marks the first time district voters have passed a referendum since 2008, and it targets buildings that have been in use since the late 1950s and 1960s.

According to TMJ4 News, the referendum will fund improvements at Pilgrim Park Middle School, Wisconsin Hills Middle School, Swanson Elementary and Tonawanda Elementary. The four buildings were constructed between 1958 and 1969, and district leaders said the projects are intended to address space needs and update aging buildings.

The School District of Elmbrook Board of Education voted July 14 to place the $100 million capital referendum question on the November 3 ballot. The district has said state law prohibits it from advocating for or against the referendum, a limitation it noted in its own announcement of the ballot measure rather than through outside legal analysis.

What Voters Were Asked to Pay

District materials estimated the tax impact at $11 per $100,000 of property value, per the School District of Elmbrook. A pre-election report from TMJ4 News put that in concrete terms: a homeowner with a $600,000 home would pay approximately $66 more per year in taxes if the referendum passed. WUWM, meanwhile, reported an estimated annual impact of $57 for a home valued at $524,000, which the station identified as the average home value in Elmbrook.

The push for new funding followed a lengthy planning process. The district’s facilities-planning effort began in August 2025 and included inspections of every school for safety, infrastructure and learning-space needs, according to the Elmbrook Schools Annual Report. In an April 2026 survey of 2,941 residents cited in that same report, 67% of likely voters said they backed the $100 million, four-school plan. TMJ4 News previously quoted Danielle Scampini Linn saying district schools were operating at about 91% capacity, underscoring the space pressures behind the proposal.

Voter Reactions in Brookfield

Brookfield voters cited the referendum as a major reason for turning out, according to the seed reporting from TMJ4 News. Dino Antonopoulos said the referendum mattered to him because he believes in the community, the school district, the teachers and the administration. He also said renovating and updating schools is important to both the community and its children.

Nicole Wagner said her family’s own experience with the district influenced her support for the measure. Their comments reflect a broader pattern seen across the state this fall, where district officials described the proposed work as renovations intended to modernize learning spaces and improve accessibility and safety, per the School District of Elmbrook.

Part of a Statewide Wave of Referendums

Elmbrook’s vote was one of dozens decided statewide on the same ballot. Wisconsin had 79 school referendums across 72 districts on November 3, totaling $1.6 billion in combined operational and capital requests, according to Wisconsin Public Radio. That followed 75 school referendums statewide in April, with more than a third of Wisconsin’s public school districts holding referendum votes at some point during the year. Sixteen districts whose measures failed in April returned to voters again in November, the outlet reported.

Statewide polling ahead of the election suggested a closely divided electorate on the broader question of school funding. A March Marquette Law School Poll found 51% of respondents said they would vote against a school referendum generally, while 48% said they would vote for one, Wisconsin Public Radio reported. Green Bay, Middleton-Cross Plains and Janesville carried the three largest operating referendum requests on the statewide ballot, at $158 million, $119 million and $98 million, respectively.

Other Suburban Milwaukee Districts Also Voted

Elmbrook was not the only Waukesha-area district watching results come in. Voters in multiple school districts across Southeast Wisconsin had referendums on their ballots this election, according to WISN. Nearby, Whitefish Bay voters approved a $90 million facilities referendum after rejecting a larger $135.6 million proposal in April, the Milwaukee Journal Sentinel reported.

That Whitefish Bay measure will rebuild and renovate the district’s middle school on its current site and fund heating, ventilation, air conditioning and fire-system work across district schools. The Journal Sentinel reported that voters in four suburban Milwaukee school districts approved referendums on November 3, placing Elmbrook’s result within a broader pattern of suburban districts winning support for facility upgrades this cycle.

Brookfield officials have cautioned that Tuesday’s results remain unofficial until the city’s Board of Canvass convenes and reviews the material, according to the City of Brookfield. The district has not released a detailed schedule or final cost breakdown for the individual Pilgrim Park, Wisconsin Hills, Swanson and Tonawanda projects.
