Known as Measure D, the United Water Conservation District is asking county voters within its service area to approve the bond to help fund three capital improvements projects it says are required. The bond, if passed, would cost property owners in the district’s service area approximately $24 per $100,000 of assessed value annually. United Water says the bond would run 30 years, from 2028 through 2057. It would help fund improvements to the Santa Felicia Dam, Freeman Diversion, and Extraction Barrier and Brackish Water Treatment. The Santa Felicia Dam, just north of Piru, holds back water from the Piru Creek watershed, creating Lake Piru. It stores and releases water that helps replenish groundwater supplies in parts of the county. But the dam is classified as an extremely high hazard dam by the state due to the high population amount below the dam.Tara Mulally with United Water said the dam requires seismic improvements to meet modern day standards. She said that — while unlikely — if it failed in an event like an earthquake, more than 230,000 people would fall within the flood zone. “You're talking about $16.5 billion in damages to infrastructure. You're talking about $2.1 billion in agricultural land that becomes flooded and unusable,” said Mulally. “The size of that catastrophe is not something anyone wants to see.” This is just one project the bond would help fund. While some locals support the bond because they believe improvements to the dam are important, others oppose the bond and disagree with the tax rate hike. The bond needs to be approved by two-thirds of the voters who cast a ballot on the measure to pass.</div></body>
