Apex Clean Energy cited the lack of a local ordinance to guide the development as the reason for pulling out.<h2>Project details and board deadlock</h2>Dusty Fox Wind had proposed a 200-megawatt wind farm that included up to 80 turbines.The Wapello County Board of Supervisors was deadlocked on rules for the project. One supervisor abstained because of a family lease, leaving the board split one to one.Supervisor Bryan Ziegler wanted an ordinance that would have opened the door to the development.“I was an advocate of 2.3 times the height. The other ordinance that was put forward, not by myself, said I think like 3 to 3.5 times the height. Well, that made the difference between a viable project or not,” Ziegler said.Ziegler said the county lost an estimated three million dollars in tax revenue as a result.Supervisor Darren Batterson said project was not a fit for the county.“They were not for Wapello County. They had personal interests and personal interests only. They didn’t care about the citizens,” Batterson said.Batterson said the development was not worth the cost to affected landowners.“The biggest factor for me was the damage they did to the ground, to the property, to the scenery, to the animals...They’re noisy. There’s lots of health issues,” Batterson said.Roughly 200 people spoke out against the turbines, while 50 spoke in favor.The board’s next focus will be a data center ordinance.Apex Clean Energy did not respond to a request for comment.</div></body>
