(WALA) - Three Baldwin County families say their children with special needs are being dropped from Medicaid. They say they are losing the Medicaid waivers their children rely on to survive, and that paperwork in their case files was altered without their permission.</p><p>The families say Alabama’s Elderly and Disabled Waiver pays for daily care and medication their children cannot live without. They say that assistance has been pulled despite no change in their children’s conditions, and that the paperwork used to cut them off does not add up.</p><h2>Families describe their children’s conditions</h2><p>Jason Fisher’s daughter has a rare chromosomal abnormality that occurs in about 1 in 55,000 live births. “She has a rare chromosomal abnormality about 1 in 55k live births. I don’t know of another case in Alabama,” Fisher said.</p><p>Christy Hamrick’s daughter, Savannah, is non-verbal and a runner. “Savannah has autism and this year we were diagnosed with level 2 autism,” Hamrick said.</p><p>Amanda Haddock’s son, Lawson, is 7 years old. “Lawson is 7 years old he has infantile spasms. He still is on seizure meds, has a g-tube for some nourishment and a bp shunt and he has cerebral palsy,” Haddock said.</p><h2>Waiver denials and terminations</h2><p>Hamrick says her daughter Savannah was recently denied the Medicaid waiver after the family moved from Georgia, where Savannah had qualified for years through a similar program in their state. “They said she’s not disabled enough,” Hamrick said.</p><p>The waiver lets medically fragile individuals get at-home care instead of living in a nursing facility. The families say the rules suddenly got tighter with no warning.</p><p>Fisher’s 16-year-old daughter, Mackenzie, had been on the waiver since 2014. Last year, he received a termination notice. “I had been prepped by the case manager that they’re going to begin being more strict about what the requirements are. I thought, that’s fine, it’s Mackenzie, she’s been on the waiver for 13 years,” Fisher said.</p><p>The Haddocks say their 7-year-old son, Lawson, lost his waiver in July 2025. “They say he didn’t meet nursing home qualifications anymore and nothing changed,” Haddock said.</p><h2>Families say forms were altered</h2><p>The parents say forms filled out by their children’s doctors appeared altered during yearly re-evaluations. “Those were both marked out saying she obtained permission from the physician to remove, which was not the case,” Haddock said.</p><p>Lawson’s doctor wrote a letter to a judge stating she never gave the case manager permission to alter the form.</p><p>Case managers for these families work for the South Alabama Regional Planning Commission. In a statement responding to the allegations, SARPC said, </p><blockquote><p>The South Alabama Regional Planning Commission’s Area Agency on Aging and Medicaid Waiver Program are committed to serving older adults, individuals with disabilities, and their families with professionalism, compassion, and respect. Our mission is to promote dignity and independence through advocacy and the coordination of services and support responsive to the needs of the individuals and families we serve.</p><p>We are aware of the concerns that have been raised regarding the administration of the Elderly and Disabled Medicaid Waiver program. These allegations are taken seriously and are currently being reviewed through the appropriate administrative processes.</p><p>Because these matters may involve confidential client information, personnel considerations, and ongoing reviews, we are unable to comment on specific cases or employees. Our responsibility to protect the privacy of those involved limits the information we can share publicly at this time. However, we recognize the importance of transparency and note that information available through public records may be accessed through the appropriate channels in accordance with applicable laws and regulations.</p><p>We remain committed to administering the programs entrusted to us in accordance with federal and state requirements and to ensuring that the individuals and families we serve are treated fairly, respectfully, and with appropriate care throughout the process.</p><p>South Alabama Regional Planning Commission</p></blockquote><h2>Rehearing scheduled, state responds</h2><p>Jason Fisher has a rehearing scheduled with similar evidence showing his child’s forms were altered by the same case manager. SARPC was asked whether that case manager is still employed there but has not responded.</p><p>The Haddock’s also have another hearing coming soon.</p><p>Alabama Medicaid was asked why documents were altered, why more families are losing the waiver, and who is responsible for the changes found in the case files.
