<div>The Porterville City Council will consider adding a new position to its recently reorganized Planning and Engineer Department at its next meeting to be held at 6:30 p.m.The new position is on the agenda as a consent calendar item. Earlier this year the council approved the consolidation of the community development and engineering departments into the Planning and Engineering Department."Following the creation of the new Planning and Engineering Department, staff has continued evaluating the operational needs of the department consistent with the City Council's and City Manager's direction to monitor the new organizational structure and make adjustments where needed," city staff reported.As a result staff stated the city has a need for an Advanced Computer-Aided Design and Drafting, CADD, specialist "to support the Engineering Division and the City's growing capital improvement and infrastructure workload."City staff is proposing a saliary range of $5,881-$7,177 for the position. City staff stated the CADD specialist would serve as a specialized technical resource and provide advanced CADD and design support for streets, water, sewer, storm drain, traffic, utilities, sitedevelopment, capital improvement, and other public infrastructure projects.The CADD Specialist would prepare and maintain engineering plans, maps, exhibits, details, and record drawings. The specialist would also assist with project design, technical calculations, plan review, field verification, engineering records, and coordination of survey, GIS, utility, consultant, and contractor information."The classification is intended to provide the Engineering Division with a dedicated technical resource for complex CADD and design-support work," city staff stated. (The) CADD Specialist would also maintain departmental CADD standards and provide technical assistance to staff. "Establishing this specialized technical classification will allow professional engineering staff to focus their time on engineering review, project management, design oversight, and other professional engineering responsibilities while utilizing the CADD Specialist for technical plan production and design-support functions."City staff stated the position would emphasize CADD expertise, technical plan production, design support, engineering records, and related technical responsibilities.City staff said the proposed qualifications provide flexibility for a combination of technical traning, education and practice experience. City staff stated that would include an Associate degree or specialized coursework in CADD, civil engineering, engineering, surveying, GIS or a related field with four years of experience. City staff stated additional qualifying experience may substitute for the education requirement."The CADD Specialist classification represents a targeted staffing adjustment identified through the City's continued review of the Planning and Engineering Department," city staff reported.Funding for the position is available in the 2026-27 Planning and Engineering Operating Budget.</div>
