<div>The Amelia County Board of Supervisors voted against Windswept Development LLC’s request to conditionally rezone property on westbound U.S. Rt. 360 from Rural Residential RR-3 to Residential R-1 during the board’s Wednesday (July 22) meeting. Windswept and its parent company Main Street Homes LLC planned to build a 20-home subdivision on 59.29 acres with 2-acre-minimum lots and leave acreage adjoining Rt. 360 open for possible future commercial rezoning. Conditions included the company conducting a hydro-geological study and leaving a 50-foot buffer on the north side of the property where it abuts the rears of homes on Spring Run Drive. Attending the meeting remotely, Community Development Director Austin Mitchell said the development would comply with the recently adopted Comprehensive Plan update.In the public hearing, Spring Run Drive resident Howard Jenkins stated he was against the subdivision because he wanted Amelia to remain a rural county and not become like Chesterfield and Powhatan Counties. “If we keep throwing up houses, Amelia won’t be rural anymore,” he said. Mr. Jenkins was also concerned about the number of homes being added to the area’s water table. “If we run out will the board of supervisors give us water?” Raymond Jarck, another Spring Run resident, also spoke against the rezoning, citing concerns about the buffer zone and an existing drainage ditch. He also wants to see the county remain rural. Former Amelia Community Development Director Brady Deal was the spokesman for Main Street Homes, which he said is an 85-member, employee-owned company. Mr. Deal said the development is in compliance with the Comp Plan, does not use any current agricultural land, and preserves the rural view-shed and the tax base. It would be within the required 3- acre density and expects about five new homes per year, meaning less than .1 percent growth per year countywide. The company would agree to preserve the front acreage, meaning it would not request it to be rezoned for business. And the $600,000 homes would not mean many children added to the school system. Board Chairman David Felts (Dist.1) said the board’s job was to uphold the Comp Plan and he was concerned the development would put, “too many straws in the ground.” He said the map shows the development would not provide enough tax dollars to cover the cost of services, he added. District 2 Supervisor Dexter Jones said he agreed with the chairman and Chairman Fields continued by saying if the development was permitted, adjoining property would also be developed and was concerned about the groundwater supply, especially with the rock quarry located across Rt. 360 from the proposed development. District 4 Supervisor Joseph Easter said if the supervisors were that concerned, why had they not done something about the updated Comp Plan which shows that area along Rt. 360 as earmarked for business and residential development. “I’d like to see it (the development) in the Sanitary District,” District 5 Supervisor Todd Robinson opined. Mr. Easter moved to defer the decision for two months for the developer to consider the feedback and respond but Chairman Felts said he would vote against. The motion failed on a three to two vote. Mr. Deal explained it would be nearly impossible for the development to drain all the groundwater in the area but Chairman Felts said he understood that but asked what benefit it would be to the county, as the 20- home subdivision would still cost the county more money. Even if there were no school children, older residents may require an additional ambulance. Citing a study, Mr. Jones said it showed for every tax dollar collected, the county spent $1.16 in services. While agreeing there would not be many children in the subdivision, Mr. Easter also agreed it would cost the county. He said the “challenge going forward” was that taxes are not keeping up with county expenses. Revealing he was receiving complaints from residents that the commercial landfill was not paying the county enough, Chairman Felts noted the amount of profit Main Street Homes would make from the development. Mr. Jones moved the rezoning request be denied and his motion passed unanimously. </div>
