Saginaw Reports Progress on 2022 Master Plan Housing Projects

2026-04-20An update was presented to the Saginaw City Council by Cassi Zimmerman, Saginaw City Hall’s director of Planning and Economic Development during a recent meeting. The plan includes 134 action items focused on zoning, housing, economic development, and quality of life initiatives. The City of Saginaw has completed nearly 81% of action items outlined in its 2022 master plan. Of the 93 trackable items, officials expect to reach the 81% completion mark by the end of the fiscal year in June. A significant portion of the progress is tied to a comprehensive zoning ordinance update completed last year. Zimmerman added the update allows for more diverse housing options and aligns zoning with current development patterns. Several housing projects are underway, including new apartment developments and building conversions across the city.
