Since 2021, the future of the riverfront land has been a topic of debate amongst the community, with emerging concepts and frameworks for potential development now under consideration.Daniel Iacofano, CEO and president of MIG, the consulting firm assisting with the plan update, said, "It is not a series of development projects that get launched here. This is a planning framework that looks at the development standards, the protection of the environmental resources there, the building codes and other elements that will make up the guiding framework for future development."The community's vision is central to the plan, which has been shaped by feedback from workshops, open houses, and meetings over the past 18 months. Seven guiding principles have been developed to direct how the 380 acres of public and privately-owned riverfront land could be developed in the years to come."It is not a complete plan; it is still very much in process and nothing is in concrete by any means," Iacofano explained. The plan divides the riverfront into two areas. The northern riverfront includes proposals such as a multi-use event center to replace the Civic Auditorium and the Redding Rodeo Arena or modifications to existing structures. Brandi McDaniels, a member of the Pit River tribe, expressed a personal connection to the Civic Auditorium, saying, "I like the civic I grew up there I think I feel tied to having the civic there so I'd like to have the civic remain there but like than having the rodeo grounds next to it and it's connected that's kind of cool."Concerns were raised about the potential construction of 90-foot buildings along the greenbelt area near Mosaic and the Sundial Bridge. Community member Jonathan Freeman said, "This is in direct conflict with some of the other values that we see here really wanting to restore the riverfront."Concepts for habitat restoration were also unveiled, including a network of trails, bridges, walkways, and viewing platforms along the river, as well as a dedicated indigenous culture space for the Wintu people. Former Planning Commissioner Aaron Hatch said, "One of the things I really like about this is the habitat restoration that was discussed earlier uh and they discussed working with the Wintu people especially with regard to the salmon down at the boat launch area."McDaniels added, "I think that all the riverfront should be held as indigenous habitat area."For the southern riverfront, the plan suggests 'water-oriented' development and potential commercial or community uses near the river and Kutras Lake. A redesign of Highway 44 drew significant interest and feedback, with questions about funding and feasibility."If you could just give a little bit of what the reality of that situation is um and why it is that it was included I'm assuming that this was like a pipe dream," Mayor Pro Tem Erin Resner said."Where would the money come from that when we can't even really fund a bridge across the Sacramento River by the Peaks Development that we talk about," Vice Mayor Mike Littau said. The inclusion of mixed-use and potential low-income housing in the plan also sparked comments, as many community members have expressed opposition to these elements. The council approved the presentation, and city staff, along with the consulting team, will now prepare a Riverfront Specific Plan draft, a programmatic draft Environmental Impact Report, and hold more meetings and public hearings to gather further feedback in the future.RIVERFRONT SPECIFIC PLAN PRESENTATION
