I don't think they can, yet. The GOP has a good lock on rural NC despite maintaining policies that go against rural voters. The thing you have to understand about rural NC is that they are mostly only interested in a handful of issues. They are also partial to tradition. Paw paw was a Republican, dad was a Republican, I'm a Republican. It's more like their sports team. They're loyal to their brands. Just ask about Duke or Carolina if you want to see. They're not stupid people, but if the GOP keeps up culture wars and reactionary political rhetoric, they could lose all of NC.
