I know that it's a gruesome sight and should have not been left in a area were there is a lot of human passers-by's but there's no reason to punish these people for what they did because the bear had no fear of humans and would of mauled someone and probably would have died, so taking of the paws and head helps prevent poachers from making money on the parts so I applaud fish and wildlife for preventing that. Again should have put it somewhere else out of people's view.
